A Unix timestamp counts the seconds (or milliseconds) since 1 January 1970 UTC, the "epoch." Values of about 13 digits or more are read as milliseconds, shorter ones as seconds. Local times use your device's time-zone setting; UTC and ISO strings are absolute. Everything runs on your device; nothing is uploaded.
